There is a fourth reason why Ruth will not commit herself to any particular position, and that is called the party whip system. It holding the majority of the seata on the council, the decision will effectively be taken by the Labour Group and whatever their private views all 35 Labour councillors will be expected to stick wiht it. Ruth is savvy enough to avoid a situation in which she says something now and does the opposite in a month's time. Whatever faults the previous coalition administration may or may not have had, this would not have been happening four years ago. The ICG would have said a firm no to library closures and threats to community centres, and that would have been the end of the discussion. Our present predicament is not the fault of individual councillors, but it does serve to demonstrate the unfairness and inadequacies of the ludicrous, antiquated party whip system. |
