The refurbishment contracts for the libraries were let by the last council not this one, much as I didn't agree with them I find it difficult to see how they could possibly have known what would happen after the General Election of 2010. I dare say that had they had any inkling of what was waiting in the wings they would not have proceeded - but then hindsight is a wonderful thing. You do what you have to do with the information you have at that time, as this council will now have to do what they can in these current circumstances. Councils no longer have the option of raising council tax because the government has stopped them, they want volunteers to run services for free if people want them (known as Cameron's Big Society). These are long term committments that many people may not be able or willing to undertake, but where will the money come from for heating, lighting, stock, security and maintenance of the buildings? Staffing is only part of the problem. None of these things is as easy as the government would like you to think. |
