If you live in Brentford or Isleworth, it is unlikely that you would be able to reach your nearest "central" library within 10 minutes unless you have access to a helicopter, and 2. "Most people" are not elderly or disabled. The fact that most people are able to travel does not make things any easier for those who can't. |
