"It seems to me that on this occasion the poodle is taking the owner for a walk." No change there then! From what I can gather re the similar problems faced by the allotment people, when good old Health and Safety was the reason. They had to erect a fence along part of the river that runs by the allotments, this does not of course actually affect where the car parking takes place, and for years the allotment holders have managed not to fall in, and on most occasions if you did you would probably only get wet up to your knees, but hey ho! this is what was decreed. It's all cobblers of course they have to come up with some loony idea to try and justify their draconian attitude towards anyone who wants to try and do anything practical to help themselves. But why insurance is required for parking a car and not for protection against incidents with horses is a mystery............... |
