| I couldn't quite understand from the reply whether Mr. Walsh was talking about a wider, overarching delegation power that he had at his disposal (perhaps Phil might find a document where this was granted ?) or whether he was working within the narrow bounds of the delegated approval for a specific decision that the "Chief Officer Delegated Approval" form seems to imply. I also thought it odd that the financial burden of maintenance and the pressing need for savings which are emphasised in Mr. Walsh's explanation did not appear as relevant factors on the form. Is there another report that the CO Grazing Licence Approval form is just a summary of ? |
