It is also fact that there has already been one incident where dogs actually got into the field and were kicked by the horses, this led to a fracas when a neighbour tried to help and got bitten by a horse for his trouble. We've never had the question of risk assessments or the requirements for public liability insurance answered. Wendy's involvement seems to me to be ill advised given her employment and only adds to the sense of unease about what exactly has gone on here. She may be a kind caring person, but that cannot detract from the issue - that of an open space very near to a lot of homes who can no longer access that area because it is fenced off for horses. I had one report of a dog walker being told to 'p*ss off' when they went there. Charming. I love animals too, but people in this instance take precedence. I believe that Mr. Walsh is overstepping the 'delegated authority' by saying this situation will only be reviewed in a year, but who among our councillors is going to challenge that and represent us? |
