The leisure team receive a number of requests a year for land for grazing and when licences are implemented successfully can make most efficient use of underutilised leisure land and aid in reducing maintenance costs. Considerations normally include existing land use and adjacent open space/ parks, impact on residents and long-term sustainability. In this instance this piece of land was considered feasible. We appreciate that a consultation in this instance was not conducted (the existence or scale of consultation undertaken by the council will vary depending on the proposal or change). We have, as you referenced, issued a consultation exercise and we are currently collating responses to review the decision with local councillors.
