That was precisely what we were proposing as ward councillors prior to 2010. To be fair, some of the Church Street residents were in agreement with us and were keen to work with us to that end. Unfortunately there were others who took a much more ruthless and self-centred approach and these are the ones who seemed very quickly to win the support of one of the councillors who replaced us. This in turn, by use of the internal political machinations of which these types are so fond, ensured the support of the majority of the Labour group in the area, and this is where we are today, with schoolchildren choking on the pollution while our local "representatives" pat each other on the back and laugh and congratulate themselves, and each other, on how clever and cunning and devious they all are.
