The logic is simple. The original 100 cars includes both residents and non-residents. After CPZ is in place the number of cars will be not 100, but 60. The loss of parking spaces is really not that great as more spaces are lost due to the way people park - when I was driving around looking for parking there were a number of spaces not quite enough to park on both sides of a "well-parked" car. The fact that the parking was not such a problem next day at 6 proves that the problem was caused by non-residents. |
