With companies like Serco muscling in, You can forget ever having a low cost reasonable CPZ. After all it is supposed to be a respite for residents living in small densely packed streets, not another drain on hard pressed residents. I cannot understand two things. How is it that a local authority cannot afford to run it's own parking operations without as they claim making a loss or too little profit and yet companies like NCP, Serco and so on can not only make a substantial profit but also make enough to bid for a tender? As with most sub contracted operations with authorities, they come in with all sorts of claims of streamlined efficiencies, new technology as all the usual guff but seldom manage to make any sort of improvement. The Ealing deal with Enterprise for street cleaning is a very good example. The previous set up was good but Enterprise have been completely unable to live up to the previous standard. But they are still making a lot of money out of it. CPZs and parking will become even more zealous and far more expensive than now. And just on a lighter note, Ealing and Hounslow are far from the worst operators of CPZ schemes. |
