Thank you, Far better to quote or paste the rationale and far more accurate that your assumption which is, I'm afraid way off the scale of reality. Quite frankly id the cost of adminstering Blue Badges and Freedom Passes is that costly then that ought to be questioned and the Fraud Squad called in. All of the donkey work for these is done by the applicant ( or by a family member helping them as it's far from easy. The other problem is how these are accounted. They do not really cost anything. The actual permits and passes as well as CPZs are artificial creations. They are not manufactured products. True that CPZs need a degree of infrastructure but it is small and only one off. The maintenance is minimal. Serco make a tidy profit from CPZs from Ealing Brent and Hounslow. They are not interested in tiny profit margins. Blue Badges ought to be administered by the NHS or through GPs as this might reduce the amount of fiddling that goes on or even the DVLA. As it is there are admin charges so quite how it costs 9 million is not far short of scandalous. Was it even questioned by anyone? Surely there is a more efficient way to do these? I can think one city that does this far more effectively. |
