| The CPZ costs a lot of money to implement - officer time, consultations, painting lines, putting up signs - no the money collected on permits doesn't cover the cost of setting it up. My observation is the richer areas have more cpz than the poorer areas..... and as for people in the poorer areas having an abundance of parking - that's what happens when people can't afford a car As for freedom passes council tax covers some but not all the cost- bottom line the council still has to have money for them |
