That's exposed a huge disparity.

So if CPZ money is going to these schemes then why is it that a large percentage of residents in parts of the borough with abundant off street parking are getting a benefit plus a huge discount on their council tax?

The CPZ money may well be spent in such a way - except the GLA also claim that the Freedom pass is included in the TfL levy for all Services within the GLA /TFL Boundaries.

So who is kidding who?
