Whether it was a Conservative or a Labour Council I think you will find that they will have done the same.  They have been told that they don't HAVE to provide a garden waste service as part of the Council Tax.  It was seen as a way as making money to offset against other expenses eg the cost of disposal of other waste.  It doesn't always work as simply as that though.
