| It may well be too costly for the council to have two periods of enforcement which would involve Traffic Enforcement Officers (or whatever they like to call themselves these days) being on the streets at particular times rather than just being around generally. Early evening patrols could also involve overtime, which I can imagine they would also want to avoid. |
