It is a bit away from the issue but that is incorrect. Vehicle Excise duty is also the road fund licence. It does provide funding for roads and is also the payment for a vehicle to have full access to public highways. It is now pooled into general taxation and as every road user knows, if the amount of revenue from road vehicles was spent purely on roads, almost every project could be funded. The levy on emissions is a new additional charge which is graded depending on the emission classification of the vehicle concerned. Pre 1990 vehicles are not emission rated and thus only pay the road fund duty. If we did not have road fund or vehicle excise duty the hike in income tax would be huge to cover the shortfall. |
