John Whilst it is the holding of a pecuniary interest that would automatically disqualify a member from voting, it is good practice to declare any interest that might have the effect of prejudicing one's vote in one direction or another. This was certainly done on IBAC for as long as I can recall. Once such a declaration is made it is usually up to the member concerned and his or her conscience as to whether or not they feel they should vote on the matter in hand. If there is any doubt the decent thing to do would usually be to withdraw from the vote and possibly even the discussion. Councillor Harmer has done this on many occasions at IBAC when applications have been too close to home, so he certainly knows the drill. |
