It would appear you are not the only one who made the mistake.
I spoke with the Highways agency and they stated that the flats were not at all visible from the M4 ramp.
They then said what ramp when I pointed out the eastbound ramp.
They denied it's existence!
I have sent them pictures and have just had a call to say they are reviewing the situation as they had only considered the westbound aspect.
