I suspect the only people who may be able to scupper this planning decision are the Hounslow Homes tenants and leaseholders in the properties concerned. Given that changes to rent and leasehold charging policies a few years ago meant that residents living in these blocks are charged for exclusive services such as caretaking and security, I suspect a legal challenge would demonstrate that any income derived from rooftop advertising would have to be used to offset these resident charges, providing no net benefit to Hounslow Homes. I am aware of leaseholders in a private high rise being asked if they would appprove a mobile phone mast on the basis that the income would offset their monthly charges, and I would be curious to know how Hounslow Homes might construct lease clauses that got round this. |
