Jon - I agree we all want this to work and we want to do the right thing with our litter in order to elevate Hounslow from its status as 4th dirtiest Borough in the country. The Environment Dept of this council has been under fire for a number of years and it seems from this latest debacle that it simply cannot get its act together. The additional litter left strewn across the Borough, despite the public having meticulously followed the Council's instructions on waste disposal, leaves me in little doubt that nothing has changed. I was quite happy to take my recycling to Tesco's on a weekly basis so naturally, having followed the rules of the much publicised 3 March recycling scheme, I am disappointed to see the recycling scattered around the streets of the Borough. I was under the impression that the new system was some innovative scheme of the Peter Thompson but it now seems from your post that it was forced upon the Council by the Govt. i.e. the Govt is now having to micro-manage the Council in order to save us £100 extra in Council Tax. My question is: if I forget about using the Council recycling collection service and revert to dropping recycling at Tescos (and receive reward points), am I guilty of assisting in the Council having to increase my Council Tax my £100? |
