Steve Much of this is to do with a culture at Lampton Road which sees public consultation as an unnecessary ritual rather than as a means of acquiring useful intelligence. This is a mentality which I deeply regret the ICG was not able to reverse during the time in which we shared office. It was clear when studying the film of that meeting that MRAG's expert was endured with a strained tolerance rather than properly listened to, and that only the "expert" opinion of LBH's officers was given any credence. It is rather galling, isn't it, when one considers that one of MRAG's team is an Environmental Health Officer at another local authority. In other words he has the exact same qualifications and holds the exact same office as one of the experts from which LBH is happy to accept guidance and advice. |
