It seems there are two problems with Morrisons. 1. It's 200 yards east of where LBH would like it to be, and 2. The builders forgot to put the windows in. While you argue that planning is simply a matter of following legislation and I say there must be some leeway for interpretation by councillors, it's interesting to note that Taunton Deane council seem to have a much different interpretation of NPPF to that being applied by LBH here. "2.8 The NPPF requires planning policies to guard against the unnecessary loss of valued facilities and services, particularly where this would reduce the community’s ability to meet its day-to-day needs (paragraph 70). Shops and other Class A uses (financial and professional services, restaurants and cafes, drinking establishments and hot food takeaways) often meet an important need. The loss of these facilities can result in additional trips by private car and access difficulties for less able or mobile residents.
