| Adam, could you clear something up for me please, which I have been unable to ascertain from a myriad of official documents. Who decided that the Morrison's site is secondary retail frontage rather than primary retail frontage? It seems to me that what the council should or should not be doing under legislation such as NPPF is largely dependant on this distinction, and the current designation seems at odds with the site's present function. |
