| "set out policies to encourage residential development on appropriate sites" Given your expertise, I assume that is the correct wording of the relevant legislation, and clearly it does not attempt to define what is or isn't an 'appropriate site'. Therefore this must be left to the judgement of the local authority, and I find it hard to believe that anyone could judge the site of a town's only supermarket to be appropriate for residential development. |
