Raymond - in short, there isn't. In both cases planning applications were submitted proposing buildings of a certain height and just as now the Council could only assess the proposals as submitted on their individual planning merits. Ian - I'm not sure if the 2003 UDP was the first time the Morrison's site was identified as secondary frontage, or whether it was in the Brentford Area Action Plan (2009). Both went through the full public consultation exercise and independent examination by an independent Inspector, following which both plans were declared 'sound'. Usually the Council would propose a designation, and the Inspector would either confirm that or ask the Council to amend it as the Inspector saw fit. Personally I think the secondary frontage designation is correct, the store is an isolated retail unit which completely lacks in active frontage onto the High Street, the properties opposite aren't in retail use, so to me it's entirely correct that the primary frontage starts after the traffic lights. Now, if a comprehensive mixed use redevelopment came along with active street frontage (i.e. was built), then that could justify a review of the secondary frontage designation. |
