sorry but I agree with Phil on this one. Public servants should serve the public. Of course there are regulations and legislation, however this in the main is passed by people elected to serve the public.

I can, however, totally understand how easily this philosophy can be forgotten. In my last job we had a big push on 'customer service'. The look of horror and confusion on bosses faces when I said my main customer was the UK taxpayer sums up just how easily this is forgotten.
