As it happens he is moving on to pastures new, and his replacement will be appointed by a panel of elected members. 

When these interview panels took place during my time as a councillor the Chief Executive would try to keep a very tight rein on proceedings, "suggesting" questions that the members' panel should ask and generally taking a dim view if they were deviated from in any way.

It will be interesting to see how this particular panel works, and what kind of qualities the present administration will be looking for in a Director of Environment.
