| That depends on the quality of the Chief Exec. Having seen three people in that role in my time, (not including the last incumbent) it seems you have to be careful before you make an appointment. I was flabbergasted when someone told me that he actually put a lock on his office door, I couldn't believe anyone would stand for that, frankly if that was the case then the Leader of the council should have read the riot act and stopped that dead in its tracks. The C.E. has to be as available as possible to members, within reason, not hiding away doing his/her own thing. |
