| Unsurprisingly not all diesels are the same, with some makes producing far more polluting NOx than others - this being the case is it fair to penalise them equally? Consumer mag Which? even found hybrids that produce high levels of toxic emissions. If Hounslow wants to penalise polluting drivers then it should ensure it's targeting the right vehicles.
