Despite of what Theo Dennison says, the propose increase of the CPZ charge it is exactly a scheme for raising money from hapless motorists. CPZ is originally designed to solve parking problems for residents and not to raise money for the Council or to control what cars do residents have and/or drive. Parked cars are the most environmentally friendly cars – they produce no emissions. At all. The only polluting cars are those that move. By the way, the hugely promoted car club cars pollute more than others – as they move more. So any CPZ/tax/duty relief for them is unfair and inappropriate. A way to discourage people from using (diesel) cars would be to somehow tax them – and the ways to do that are congestion charge and taxes included in the price of fuel... but there are a few problems with that – (a) taxes/duties are already a significant portion of the fuel price, and (b) any increase of those will lead to increase of the fuel price and therefore to price increase on everything – as the cost of fuel is part of essentially every cost paid by consumers. And the biggest contributors to diesel emissions on motor roads are in fact commercial vehicles, HGVs, buses. |
