The recyclers have just been down my road and missed mine again. I went out to speak to the collector and he said that I should leave the box on the pavement. A second collector said to me that he thought the Council shouldn't have given the bins to people with such small 'gardens'. I have nothing against the collectors and recognise that they have a difficult job to do. My question to the Council, being as my email of last week has been ignored - Is it okay to leave my bin and recycling containers on the pavement which goes expressly against any instructions previously given?: 'Please place your recycling and rubbish out before 7.00a.m. on collection day, at the front boundary of your property, clearly visible from the road (not on the pavement).' I would also like to know whether, together with the above, the operatives have a duty to replace the containers on one's property in a way which does not present a trip hazard to those entering/leaving i.e. not directly in front of the door. This is a straight-forward question requiring a straight-forward answer. Not only have I always complied with the instruction not to put stuff out on the pavement, I am extremely conscious of the needs of disabled people as I have worked in this field all of my life. |
