OK now I'm fed up. Just typed a very long answer to your question Dawn and it has been lost in the ether, I will try again. I do not know where the proceeds of the sales went (it's something I would very much like to know). However I do know that Thatcher insisted no proceeds of sales were to be used for rebuilding or rehousing by councils. It had to go into some special fund or other details of which I really don't remember. 30 years ago I worked for solicitors who dealt with most of the L.B. Ealing council house sales. Ealing (conservative) couldn't get rid of their stocks fast enough even selling to private buyers at a discount. In other words not every council property in Ealing that was sold, was sold to an existing tenant. Hounslow on the other hand (labour) did not want to sell their properties and seriously dragged their feet over sales and, to the best of my knowledge, only tenants could buy their properties. I do not know how every council in the country dealt with Right to Buys but I do know that, at the time, labour was totally opposed to the whole principle particularly since the money raised could not be used to build. I would go so far as to say that Thatcher's right to buy policy went a long way to getting her elected. People liked the idea of being able to buy their homes at sometimes, huge discounts. It was however a very short sighted policy since now we are reaping what was sown in that there is a severe shortage of local authority/afforable housing for rent. |
