| If we dispensed with ALL litter bins everywhere and just put great big notices up "PLEASE TAKE YOU LITTER HOME WITH YOU" the dirty public would get a grip and do that! Might take a few weeks until rubbish was knee deep and rats where running riot before the message got through but then eventually, hopefully, the great unwashed would realise that to have a pleasant, habitable, clean environment they themselves have to take control, it's their responsibility - no one else is going to clean up for them! WOW, it'd be a brave council that adopted that policy but the present system doesn't seem to be working. |
