This whole fiasco smells of incompetence at the Council. To come to a private agreement with Thames Water without consulting with residents groups, in the 'hope' that it will reduce smells, is beyond belief! It is a kick in the teeth to residents for Cllr Ellar to even contemplate describing Thames Water as a 'good neighbour' after residents were compelled to drag the Company into the High Court of Justice. It is indicative of how completely out of touch the Councillor is with environmental issues in Hounslow. It is also quite laughable that Cllr Ellar claims he is doing everything in his power to improve the quality of life of residents. Clearly he has no understanding of the Environment Protection Act 1990 and the powers the Council actually has to enforce abatement of statutory nuisance. Instead of coming to private deals with Thames Water the Councillor should issue the necessary Abatement Notice to force Thames Water to sort out the digester seals once and for all. The Council has been aware of the problem for years. The Council has a duty of care to residents and statutory powers to deal with environmental nuisance. It is quite astounding that the cabinet member for environment is not aware of how to use them. Thames Water as usual are running rough-shod over this Administration and laughing all the way to the Bank once again. |
