Tim You really do need to have observed the relationship between the London Borough of Hounslow and Thames Water at close quarters, as I did as a local councillor for 12 years, to fully appreciate the magnitude of this long-running and still ongoing scandal. When, at a planning meeting in 2009, Thames managers were given carte blanche to extend capacity at the Mogden plant by over 50% they were asked by officers and by councillors from both major parties which Section 106 conditions they would be prepared to accept, and only these conditions were imposed. In all my years of sitting at and observing planning meetings I have never seen another applicant treated with such deference and acquiescence. Even the Thames Water representative, after the meeting, laughed and confided to MRAG that he had been surprised to have been given such a seamless ride. Now it would appear by not even respecting the S106 conditions they agreed to accept that Thames are treating the local authority with the same contempt that they have shown to this community for years, and why not? If you present your butt to be kicked you can hardly complaint when you are left wearing an unsightly footprint. Hounslow has sold Mogden's long-suffering neighbours down the river for years and no amount of cynical pre-election posturing by Councillor Cadbury and her colleagues can hope to hide that fact. |
