You are both right. In my twelve years on the council I knew several members who were almost obsessive attendees of meetings, even some of the most obscure and irrelevant functions that you or I could conceive of, yet probably couldn't identify their own wards on a map of the borough. There were others whose attendance was less good, but who were always seen out and about in their wards, taking casework and organising and attending events of real local import. The latter tended to give meetings a bye-ball when they considered them to be pointless and lacking in purpose. What would concern me would be a councillor who consistently fails to attend meetings because he or she is away, or too busy working or studying, because that would suggest that they were incapable of fulfilling their ward duties also. |
