I don't know who negotiated the contract with the hire companies but whoever it was is either completely naive or away with the fairies.Why was a 'dumped bike clause' not included in the contract? If a fine was levied on a hire company when a bike was found to be in a wrong location after being used(ie:dumped) I am sure the cost of that fine would be passed straight on to the last person to hire it.That's how accountability and responsibilty works.But I think the mindset is 'never hold a cyclist responsible for anything'.
