| Lime came before the council had any ability to do anything! It really still doesn't, other than flagrant misuse. The parking bay idea began in central London where there is a real problem. They were in Brentford for about 3 years without any attempt to manage where they were parked. In all that time I had only one complaint in all that time. That leads me to the conclusion that 'parks' is the wrong solution for outer boroughs. When you park a bike (certainly in the early days) you had to take a picture of where you parked. I (IMO!) always parked somewhere sensible, but I never got any problem from Lime. Now I do whenever I park (even in a park location on one occasion). I think the problem is there is no capacity for councils or I think the DfT to do anything much about it because there is no legal framework. And there is no incentive for operators to be responsible. The parking bays are an attempt by Hounslow (and others) to get a grip on the operators, but as far as I can see a failed attempt. We need legislation. |
