No sidestepping. I don't like them much and I think they could be more honest (putting it politely) but they do provide a service that is used by a lot of people.
I don't think we have any capability to charge them for anything,
The parking bays were decided by the council to address in my opinion imagined (or very exaggerated ones, only seen on social media) issues about where they were 'parked'. Imagined because virtually nobody complained until we started the 'parking places'.
As I have said several times, they can do what they want and there is no mechanism for council to take any money or take any control, except by negotiating with them from a weak place. That is why we need legislation to give councils some  opportunity to control.
