Neglect of structures seems bizarre given the extremities of H&S dictats. Yet much was better maintained when H&S was near non existent by comparison. There was far more common sense and awareness of danger but now the emphasise and this funding in on protecting a workforce who all too often assumed to be completely bereft of safety. Unfortunately from time to time this turns out to be true. But basic maintenance has consequently now become too expensive to it's cheaper to wait until things get critical and then spend a wad on major works. The Fred Dibnah types who would do almost unthinkable things with a bit of top and a ladder are gone. But with it has the affordability and ease of fundamental maintenance. Problem is this rarely ever gets factored in when new structures are approved with no real practicable maintenance or costings long term factored in. Hence so many buildings with problems that cost leaseholders beyond their means and the subsequent second rate dilapidation. Including cladding. Maintenance, upkeep and how ought to be a planning prerequisite right down to how drainage can be accessed and cleaned and maintained easily and cost effectively. |
