It's not even 'a short cut'! It's a perfectly reasonable and understandably efficient way of getting from one place to another, and users shouldn't be despised for using it. If it's decided that, for the greater good, this route needs to be removed from use, then do so, but don't blame people for wanting to use it. In effect 'charging' for people to use the road is regressive and devisive, as it rewards those who can afford it and penalises those who can't, irrespective of their need to use the road. If you don't want people to use the road, then close it. Roll out the bollards! |
