| There is absolutely nothing to stop people who are carers or delivering stuff from continuing to use Green Dragon Lane. It is not closed, it's access only. Eric- you're right, this is a new approach that hasn't been tried before and will need review and fine tuning in the light of experience. Most people obey rules most of the time even if they are not strongly enforced and our expectation is that habitual rat runners will quickly stop. If not, they will get a fine and will very likely stop then. Using residential roads as rat runs is not the answer to having too much traffic for the main roads' capacity. We either need more roads or less traffic. All evidence points to traffic expanding (or contracting) to fill the space available - not immediately but over a few months. I remember the chaos the Congestion Charge was going to cause. In fact, the very opposite happened. |
