I don't disagree, but the fact remains that a local planning authority cannot refuse applications for residential flats on the basis that there is insufficient infrastructure. The whole point of CIL is that, in theory, by imposing non-negotiable CIL on new residential development at a cost of £260 per square metre in the eastern part of Brentford (of which £60 goes to the Mayor) the CIL pot will then fund the necessary infrastructure. I say in theory because on a personal level I'm far from convinced it will ever work in reality (personally I'll all for draconian anti over-population measures but they'll never be introduced), but nonetheless this is why Councils can't refuse such applications on the basis of why you'd like them to. |
