Nick, All I can say is thank god you're not in any position of authority planning wise, because if you were nothing would get built in the current economic climate. £2.4 million in S106 contributions for a 122 bed hotel...£19,672 a room for a use where you cannot require any open space contributions or education contributions. You're basically expecting developers to pay for the failures of statutory undertakers/the state to provide an acceptable level of infrastructure to support society as a whole, rather than the impact of their proposal, which is competely unreasonable. To put your figures into perspective, I recently got permission for a hotel consisting of over 600 bedrooms near Heathrow and without digging the file out I think the total S106 contributions amounted to under £350,000. Whereas for a scheme of that magnitude you'd be wanting about £12 million. Suffice to say I think I know what my client would have said to that... |
