I'm not convinced personally with the notion of LBH Watch focusing upon planning matters. I know the Mogden argument will run and run, but, putting that issue to one side, what else is LBH Watch going to achieve planning wise ?. Decisions about planning applications are based upon development plan policies and all other material planning considerations. Same applies for enforcement, although in addition enforcement action is discretionary and not mandatory. There isn't a third party right of appeal if an application gets approved which the third party objects to etc. LBH Watch isn't going to change that. Officers aren't going to make a different recommendation on an application or enforcement matter just because LBH Watch hold a strong view. The only 'problems' planning wise in recent years in Hounslow (and generally across the country) are a result of (1) ever reducing resources leading to delays, and (2) Members occasionally making 'questionable' decisions not wholly based upon planning policies or material considerations. If people are unhappy they can make a complaint to the Council, or to the Ombudsman, or to the Standards Board. I'm all for Residents Associations, I'm all for educating people about the planning system, but I'm not convinced this is the way to go about it. |
