Adam, As you point out, eventually it often comes down to an internal meeting of team leaders where no minutes are taken, and the public is left to speculate on why a decision does not reflect the “rules”/guidelines. No transparency. If minutes were published we would have an insight into why. There would be no need to send out individual letters – just publish the minutes. It’s then up to Joe Public to decide whether to seek judicial review. I don’t see any reason why every enforcement decision should not be made public. Why should it be kept secret? We need transparency. As you point out, the resources to do the job properly do not exist as things stand. Let’s abandon the pretence that Planning Control is done properly. Change Planning Department from a cost centre to a profit centre. Remove the four-year immunity. Charge for every certificate of compliance. LBH Watch can at least start the debate. |
