As I have already said, information recorded by the police DOES give the police assessment of who was responsible for the collision —see the contributory factors section of the example form below.
People in councils and TfL have access to all this information and will use it to inform the design of schemes.
I have seen this information for over 100 collisions on Chiswick High Rd prior to Cycleway 9 and the contributory factors gave motor vehicle drivers being at fault for about 70% of collisions. I have no reason to believe that Brentford High St is any different.
Interestingly, latest 2023 casualty data for Chiswick High Rd are the lowest numbers for at least 12 years, giving the lie to the claims from some that a cycle lane would make the road less safe.
