| Peter is right about legislation being a problem. But it’s not the only problem. The shockingly low level of competence within many local authority planning departments also encourages developers to act irresponsibly. I’ve had dealings with council “enforcement” officers in the past. It would be no exaggeration to say that these men and women were barely literate. And none had an adequate knowledge of planning law. So when it comes to rich and well-resourced developers versus tiny, weak and stupid councils, there’s only going to be one loser. That’s us. |
