| So the legislation seems to encourage developers to just crack on and build what they want in the knowledge that no action is likely to be taken against them, particularly to remove what they've done. There's not even any element of 'punishment' for going ahead without permission if a retrospective application has to apply the same criteria as one made in advance. 'We just thought we'd add an extra 10 stories onto this block, and you just try and stop us! You're hardly going to make us take them down!' |
