To turn your argument on its head, if we follow that logic there shouldn't be planning committees making decisions on planning applications because Councillors are elected to serve their constituents, and hence if a major application is submitted and the majority of their constituents object then regardless of the planning merits of the application they would have to refuse that application. But of course it isn't like that (nor legally could it be). Just like Officers, Councillors have regard to the views of their constituents, but they have to make decisions based on sound planning reasons. And if the same vein if they work for a PR firm, declare that as an interest and ensure there's no direct conflict between that role and the individual application which they're being asked to determine, then that's perfectly acceptable. As I say personally I wouldn't be comfortable with being in that position, simply because to me perception is important, and I'd always feel that no matter how whiter than white I might be, the public might perceive differently, and having my integrity questioned is not something I'd be very happy about. |
